khedronExplainer isn't a Depeche Mode album, although it should be, but instead is an irregularly published column in Slate magazine which, well, tries to explain things. I don't read Slate, so I'd never seen it before, but going through this convenient list of the Explainer columns, I see I'll have to occasionally look in on them. The articles are short, concise, and interesting.
How did I get there? Via this slacktivist post which asked the question, "Why do Hong Kong and Puerto Rico have their own Olympic teams?" That there seemed like a pretty good question to me! The answer according to Explainer seems to be, "Well, because the IOC said so." While not terribly satisfying, it's good to have that said semi-authoritatively and backed up with some history.
